Palestinian activists have called for a "Global March to Jerusalem" to mark the day when Israeli Arabs protest against government policies that they say has stripped them of land.

Arab news channel Al Jazeera reported in a live blog on its website that the Israeli army was "pushing protesters back towards Ramallah with the use of tear gas and water cannons".

It also reported that there are close to 1,000 protestors gathered in Ramallah.

Israeli forces were put on high alert at frontier crossings with Lebanon and Syria but there were no reports of any protesters nearing the border fences, unlike last year when several demonstrators were killed there in Land Day protests.

Jerusalem is a focal point of conflict, as Palestinians want the city's eastern sector, captured by Israel in a 1967 war, as capital of a future state. Israel has annexed East Jerusalem as part of its capital and insists the city remain united.

"We are determined to march together toward Jerusalem, and hopefully we will break through and reach it," said a masked youth, calling himself Rimawi, as he faced off against soldiers in the West Bank city Ramallah, a short distance from Jerusalem.

Flag-waving crowds neared the Qalandiya crossing out of Ramallah, some of them hurling stones at the security forces, but were forced back when border police sprayed them with foul-smelling liquid from a water cannon.

Land Day commemorates the killing by security forces of six Arabs in 1976 during protests against government plans to confiscate land in northern Israel's Galilee region.

Arabs make up about a fifth of Israel's total population. Many complain of discrimination. Israeli Prime Minister Benjamin Netanyahu has recently called for improved efforts to integrate Arab citizens into Israel's work force.

New workshop: Writing Creatively about Grief | Tightrope Books Blog

Writing Creatively about Grief is a?creative writing workshop through Ryerson University?s Continuing Education Program, taught by award winning poet and journalist, Jacob Scheier.?

Students will learn techniques, methods, and devices for writing evocative creative non-fiction (e.g., memoir, personal essay) and poetry on loss and grief. Through the reading and writing of non-fiction and poetry, we will work towards making our experiences of grief speak to others. Subject matter is not limited to the death of a loved one, but can include, for example, a divorce/break up or losing a part of a person through injury or illness.

Jacob Scheier?s writing will be featured in ?Mess,? Tightrope?s upcoming hospital anthology.

Scheier is the winner of the 2008 Governor General?s Award for poetry and co-winner of a 2009 New York Independent Media Alliance award for best feature article. His poems have been published in periodicals across North America and been aired on CBC radio. He is a regular contributor of articles to Toronto?s NOW Magazine. He is also a volunteer facilitator with Bereaved Families of Ontario.

MIAMI (AP) ? The U.S. Justice Department could bring a hate crime charge against the shooter in the killing of black Florida teenager Trayvon Martin if there is sufficient evidence the slaying was motivated by racial bias and not simply a fight that spiraled out of control, legal experts and former prosecutors say.

So far, only one such clue has surfaced publicly against 28-year-old George Zimmerman, the neighborhood watch captain who fatally shot the 17-year-old Martin on Feb. 26 in the central Florida town of Sanford. On one of his 911 calls to police that night, Zimmerman muttered something under his breath that some listeners say sounds like a racial slur. Zimmerman's father is white, and his mother is Hispanic.

"It sounds pretty obvious to me," said Donald Tibbs, a Drexel University law professor who has closely studied race, civil rights and criminal procedure. "If that was a racial epithet that preceded the attack on Trayvon Martin, we definitely have a hate crime."

Others, however, say the recording is not clear enough to determine what Zimmerman actually said. And many experts say more evidence would be needed that he harbored racial prejudice against black people and went after Martin for that reason alone. There had previously been burglaries in the complex committed by young black males, possibly heightening Zimmerman's suspicions when he spotted Martin.

"They are going to have to show he was specifically targeting this individual based on his race, creed, color, et cetera," said David S. Weinstein, a former federal prosecutor in Miami. "Not that he was chasing somebody down and got in a confrontation that may or may not have been based on that."

Zimmerman's parents, in a letter to a local newspaper, insisted their son is not a racist, and several black residents of the neighborhood where Martin was shot have only good things to say about Zimmerman. Zimmerman has not been charged with any crime and is claiming self-defense under Florida's "Stand Your Ground" law, which eliminated a person's duty to retreat when threatened with serious bodily harm or death. He claims Martin attacked him as he was walking back to his truck, according to police.

"He's not a racist," attorney Craig Sonner said about his client. "The incident that transpired is not racially motivated or a hate crime in any way."

Those "Stand Your Ground" laws, in place in about two dozen states, have come under increasing scrutiny. U.S. Sen. Charles Schumer, D-N.Y., on Sunday sent a letter to U.S. Attorney General Eric Holder asking for a federal investigation into whether killings are going unprosecuted because the laws put too much of a burden on local authorities.

Martin's parents and hundreds of supporters say Zimmerman should have been immediately arrested and charged with the youth's killing, but local police say they have little evidence to disprove his self-defense claim. A grand jury will be convened April 10 to consider whether to bring state charges, which could include second-degree murder or manslaughter.

After receiving a no-confidence vote from the city commission, Police Chief Bill Lee announced last week he was temporarily stepping aside from his post. The city manager, Norton Bonaparte Jr., said officials want the case to be resolved fairly.

Civil rights activist Al Sharpton, who has been appearing at rallies with Martin's parents to call for an arrest, said the Justice Department should investigate the case as a hate crime.

"Any time you have a pattern of engagement based on someone's having a particular group in mind, that qualifies for hate crime inquiry," Sharpton told The Associated Press.

The Justice Department's civil rights division and the FBI are conducting their own probe in the case, and a federal hate crimes charge could come out of that no matter what state authorities do. The hate crimes law carries a potential life prison sentence when a death is involved.

Tibbs said one key is determining whether Martin's race alone was the reason Zimmerman decided to follow him in his vehicle. Martin, who was from Miami, was staying in the neighborhood with his father and father's fianc?e and was returning from a convenience store with Skittles and a can of iced tea when the confrontation took place. He was not armed.

"He was not suspicious. What makes him suspicious in the moment is the fact that he was black. If Trayvon Martin was white, would any of this have happened?" Tibbs said.

If Zimmerman were a police officer or a government official, he could be prosecuted by the Justice Department for using his official authority to violate Martin's civil rights. That was the case made against Los Angeles police officers who had been acquitted in state court of beating Rodney King, which sparked huge riots. Two of the four officers were eventually convicted of federal civil rights violations.

But Zimmerman was a volunteer watch captain, and even though he had a permit to carry his Kel Tek 9mm semiautomatic handgun, he didn't have any official law enforcement or government authority.

Another possibility is an investigation of the Sanford Police Department itself, including questions about whether any evidence was destroyed or covered up, or whether there has been a pattern of problems involving black people. City officials insist they did an appropriate and thorough investigation, but if such violations occurred federal prosecutors could bring civil rights conspiracy charges against anyone responsible. Bonaparte did acknowledge last week that the police department has had issues with the city's African-American residents.

For instance, in 2010, it took a month for investigators to arrest and charge the son of a police lieutenant who was accused of knocking out a homeless black man. The attack was captured on video.

"This police department, how they've handled this case and how we are hearing of other cases, needs a thorough review by the Justice Department," Sharpton said.

Ultimately, much depends on the results of the state grand jury investigation. If Zimmerman ultimately is charged in Martin's death, the Justice Department may not bring its own separate case depending on the outcome of any trial.

The mere presence of federal investigators could ensure a more thorough probe, said University of Florida law professor Michael Siegel.

"A lot of times when these things are getting potentially explosive, they want to step in and say, 'We're looking over the shoulder of the locals here,'" said Siegel, a former federal prosecutor. "That often helps calm the public down. It does put some pressure on the local law enforcement to take a second look and do it right."

BP and Premier Oil celebrated a red-letter day, as they each followed up on an oil-friendly Budget with upbeat announcements.

Premier said its pre-tax profit climbed nearly 40 per cent to reach ?89.3million thanks to the persistently high price of oil.

And BP won permission to drill its controversial North Uist well in deep water in the West of Shetland area, which was targeted for tax breaks in the Chancellor?s Budget.

The tax relief was part of a package that offered a peace pipe to the oil industry, after last year?s ?2billion-a-year hike in corporation tax for North Sea companies.

One firm that was not badly hit by last year?s change, but stands to benefit from the latest measures, is Premier Oil (up 2.2p to 426.2p).

Premier was able to offset historical development costs against the increase in corporation tax from 20 per cent to 32 per cent.

The advantage helped it to a strong year in which it reached its target of increasing production to 60,000 barrels per day by the end of the year.

It also snapped up rival EnCore in a ?221million takeover that saw it raise its stake in the 100m Catcher oilfield to 50 per cent and take on the role of operator for the prospect.

The deal means Premier has upped its resource estimates from 488million barrels to 527milion barrels and is on course to reach production of 100,000 barrels per day from existing projects.

Boss Simon Lockett said Premier was ?in the best place in its entire history?.

?We had a good quality portfolio in the first place, but the Budget didn?t half help,? he said.

?We?re the sort of company Mr Osborne should be promoting.?

Lockett has nearly ?900m of cash on the balance sheet after securing ?220m in new lending and he said acquisitions were on the cards.

?We still need more because in three years? time we?ll be throwing off $2billion (?1.3billion) a year of cash after tax,? he said.

?We will continue to look for other places around the world to expand the exploration piece,? he added.

Separately, BP (down 5p to 476.55p) was given the go-ahead by the Department of Energy and Climate Change for a well in waters nearly as deep as its infamous Macondo well in the Gulf of Mexico.

Energy minister Charles Hendry said his department had ?very carefully scrutinised BP?s plans and their emergency response measures to ensure their operations are conducted to the highest possible standards?.

Environmental groups have condemned the plans, warning of the potential for a catastrophic oil spill.

Irish Church leaders negligent over abuse:Vatican

VATICAN CITY (Reuters) - A Vatican report on the sexual abuse of Irish children by Catholic clergy accused Ireland's religious leaders of negligence and called for more reforms there to avoid a similarly "shameful" scandal in the future.

Irish bishops assured Vatican investigators that they would promptly notify civil authorities of new sexual abuse cases and would make changes to Catholic education and seminary life.

"With a great sense of pain and shame, it must be acknowledged that within the Christian community innocent young people were abused by clerics and religious (nuns) to whose care they had been entrusted," the report, released on Tuesday, said. "Those who should have exercised diligence often failed to do so effectively."

The Vatican investigation is the latest attempt by the Irish Church to tackle a crisis that has badly tainted its reputation.

Years of crisis over sexual abuse have included several damning government reports, the resignations of three Irish bishops, a papal letter to Irish Catholics and a diplomatic falling out between Ireland and the Vatican. That led to Dublin closing its embassy in the Holy See.

The report said Pope Benedict felt "dismay and betrayal" over "sinful and criminal acts".

"For these faults, forgiveness must once more be asked: from God and from the victims," wrote Vatican envoys on the team, known as an "apostolic visitation".

Cardinal Sean Brady, head of the Catholic Church in Ireland, welcomed the findings.

"Today's report provides us with a helpful snapshot of a key moment in the ongoing journey of renewal, and a signpost to future priorities and directions," he told a news conference in Maynooth, near Dublin.

BISHOPS WELCOME GUIDANCE

Investigators said church authorities, including some bishops, had failed to understand and react to the problem but were now making "excellent" efforts to implement new guidelines to protect the young.

Bishops had made assurances that newly-discovered cases would be promptly brought to the attention of both civil and church authorities, it said.

However, while Irish seminaries had implemented programs to educate future priests in the protection of minors, the report called for "further improvement".

This included better preparation of future priests for a life of celibacy, more consistent criteria for admission to seminaries so that potential abusers were weeded out early on, and more attention to victims and their families.

As in other countries, Catholic leaders in Ireland were in the past accused of turning a blind eye to sexual abuse and shuttling clergy accused of abuse from parish to parish instead of defrocking them or turning them in to police.

The report acknowledged the devastating effect the sexual abuse crisis has had on the Church in Ireland and the "many wounds" it opened in the country's Catholic community.

"Many lay persons have experienced a loss of trust in their pastors. Many good priests and religious (nuns) have felt unjustly tainted by association with the accused in the court of public opinion ..." the report's authors said after visits to four archdioceses, religious institutes and Irish seminaries.

Last year, the Vatican took the highly unusual step of recalling its ambassador to Ireland after Prime Minister Enda Kenny accused the Holy See of obstructing investigations into sexual abuse by priests.

The Irish parliament passed a motion deploring the Vatican's role in "undermining child protection frameworks" following publication of a damning report on the diocese of Cloyne.

The Cloyne report said Irish clerics concealed the sexual abuse of children by priests as recently as 2009.

It's a RP that takes place years after the Fourth Shinobi World War. What does this mean? All original characters. Canons are all dead, so you have to make your own. Talks of a Fifth Shinobi World War are circulating throughout the countries, fueled by dwindling resources and political unrest caused by the Daimyo of each country. The fate of the nations is in the hands of the Five Kage and all the shinobi within each Hidden Village as their actions will ultimately affect whether or not the Daimyo call for an all out attack.

Individual story arcs are appreciated! If you have any ideas for a possible arc involving one village, two villages, three, or all, please let me know! Character development and relationships between peoples' characters is also an important factor in this RP. Custom Kekkei Genkai, Techniques, Clans, etc. are welcome!
