Dan Ariely is a professor of behavior economics at Duke University. His latest book, The (Honest) Truth About Dishonesty, explains how creativity makes us better liars?even to ourselves.

?Dishonesty is all about the small acts we can take and then think, no, this not real cheating. So if you think that the main mechanism is rationalization, then what you come up with, and that?s what we find, is that we?re basically trying to balance feeling good about ourselves. On the one hand we get some satisfaction, some utility from thinking of ourselves as honest, moral, wonderful people. On the other hand we try to benefit from cheating.

?So rationalization is what we allows you to live with some cheating and not pay a cost in terms of your own view of yourself.

?What kind of people would be able to rationalize better than other people? Better storytellers, right? Creative people, right? Because if you?re creative, you find more ways to cheat and still yourself a story about why this is okay.?

French President Francois Hollande suffered a fresh setback yesterday when his country's highest court threw out a plan to tax the ultra-wealthy at a 75 per cent rate and said it was unfair.

In a stinging rebuke to one of under-fire Socialist Hollande's flagship campaign promises, the constitutional council ruled that the way the highly contentious tax was designed was unconstitutional.

It was intended to hit incomes over ?1million (?820,000) but the largely symbolic measure would have only hit a tiny number of taxpayers and brought in up to around ?300million (?250million).

Prime Minister Jean-Marc Ayrault was quick to respond, saying in a statement following the decision that the Government would resubmit the measure to take the court's concerns into account.

?

The court's ruling took issue not with the size of the tax, but with the way it discriminated between households depending on how incomes were distributed among its members.

A household with two earners each making under ?1million (?820,000) would be exempt from the tax, while one with one earner making ?1.2million (?980,000) would have to pay.

The French Government approved the tax in its most recent budget, amid criticism that it would do little to stem the country's mounting fiscal problems and would drive away the wealthiest citizens.

Meanwhile President Hollande's popularity has been tanking as the country's unemployment continued its rise for the 19th straight month.

France's most famous actor Gerard Depardieu recently announced his intention to turn in his French passport and move to a village in a tax-friendly Belgium.

I live in a pretty traditional brick ranch house with a finished full basement.? It is an older house with drafty windows and pipes that have been known to leak.? The furnace and quite possibly the curtains in the living room have been here since the early 1960?s when the house was built.? We have a sliding glass door instead of French doors and tiny closets.? But this is the house my husband and I created in our minds years before we found it and this is where my heart is at peace.

When we moved to Asheville, NC, we started in a smaller house with a semi-shotgun floor plan.? We dreamed up a house with a kitchen that looked out onto the fenced-in back yard.? We talked of needing a basement and both a living room and a den.? We wanted our two kids to have their own bedrooms and also a space for visitors to stay and feel comfortable.? We wanted a dead-end, flat street for the kids to be able to play and room for a garden.

We followed many leads but could not find anything in our price range for years.? We had pretty much given up when we got a random call from our old realtor.? She had a house on a street I had actually driven down many times wishing for an opening.? It was actually in our price range and we snapped it up that day.? We have been here now for eight years.

Sometimes, though, I wish my house was bigger.? I want to redo the kitchen -? a vintage oven is much cooler sounding than it actually is when using it daily. I don?t think they had invented self-cleaning when this was produced! ? I want to add on to our bedroom so we could have ?grown-up? closets.? I would love to create a new front porch to replace our front stoop with the wobbly rail. Sometimes I wallow in what I wish would happen.

But this holiday season I had a moment of realization about my house. ? In the month of December, my house hosted a baby shower.? We all fit snugly in the living room but it lent a sense of togetherness and informality to the gathering.? A few weeks later, my house held 16 excited 13 year old girls for a holiday party.? They first took over the living room for a service activity and then descended into the basement for pizza and squealing and girl bonding.? The next day brought my parents and then my brother, his wife and their tween to stay for the holidays.? This requires a mattress on the floor and the pull out sofa in addition to the guest bedroom.

One night as I went to sleep on the pull-out sofa, I had this very important realization.? My house may not be big or fancy but over the past three weeks it has held so much joy and love.? It has been a place to welcome all sorts of friends and family.? People feel comfortable coming in and taking off their shoes and staying.? What a wonderful gift!

So this house has been our home for eight years now.? It has seen money and marriage ups and downs.? It has seen parenting moments both brilliant and questionable.? It has seen pets passed on and pets added to our brood. ? But mostly it has seen love and family and friendship.? At the end of the day, I know this place is enough for me because it can hold my family and my friends and the memories we create.

I wish you happiness in your home with your family and your friends.? Remember that shared memories are so much better for our happiness than anything you can buy.? Though I really need to replace those orange curtains in the living room?..

Obama, top lawmakers meet over fiscal cliff

(AP) ? The end game at hand, President Barack Obama and congressional leaders made a final stab at compromise Friday to prevent a toxic blend of middle-class tax increases and spending cuts from taking effect at the turn of the new year.

Success was far from guaranteed in an atmosphere of political mistrust ? even on a slimmed-down deal that postponed hard decisions about spending cuts into 2013, and pessimism vied with optimism in a Capitol where lawmakers grumbled about the likelihood of spending the new year holiday in the Capitol.

"The clock is ticking," Sen. Max Baucus, chairman of the Senate Finance Committee, said in remarks on the Senate floor as Obama and congressional leaders were meeting several blocks away at the White House. "My message to them is simple. We can do this. We can get this done, and we must," added the Montana Democrat.

Congressional Democrats said Obama was ready with a revised offer to present.

But that drew a denial from a person familiar with the talks, who said the president would review his proposal from a week ago, when he urged lawmakers to preserve tax cuts for most while letting rates rise above incomes of $250,000 a year. At the same time, Obama said lawmakers should extend unemployment benefits for the long-term jobless. The person was unauthorized to discuss the private meeting publicly and spoke on condition of anonymity.

The meeting lasted a little over an hour and neither the president nor the four lawmakers spoke with reporters before or immediately after the session.

The guest list included two Republicans, House Speaker John Boehner, and Senate Republican leader Mitch McConnell; as well as Democrats Harry Reid, the Senate Majority Leader, and Rep. Nancy Pelosi of California, her party's leader in the House.

The same group last met more than a month ago and emerged expressing optimism they could strike a deal that avoided the fiscal cliff. At that point, Boehner had already said he was willing to let tax revenues rise as part of an agreement, and the president and his Democratic allies said they were ready to accept spending cuts.

Since then, though, talks between Obama and Boehner faltered, the speaker struggled to control his rebellious rank and file, and Reid and McConnell sparred almost daily in speeches on the Senate floor. Through it all, Wall Street has paid close attention, and in the moments before the meeting, stocks were trading lower for the fifth day in a row.

The core issue is the same as it has been for more than a year, Obama's demand for tax rates to rise on upper incomes while remaining at current levels for most Americans. He made the proposal central to his successful campaign for re-election, when he said incomes above $200,000 for individuals and $250,000 for couples should rise to 39.6 percent from the current 35 percent.

Boehner refused for weeks to accept any rate increases, and simultaneously accused Obama of skimping on the spending cuts he would support as part of a balanced deal to reduce deficits, remove the threat of spending cuts and prevent the across-the-board tax cuts.

Last week, the Ohio Republican pivoted and presented a Plan B measure that would have let rates rise on million-dollar earners. That was well above Obama's latest offer, which called for a $400,000 threshold, but more than the speaker's rank and file were willing to accept.

Facing defeat, Boehner scrapped plans for a vote, leaving the economy on track for the cliff that political leaders in both parties had said they could avoid. In the aftermath, Democrats said they doubted any compromise was possible until Boehner has been elected to a second term as speaker when the new Congress convenes on Jan. 3.

Apart from income tax rates, congressional officials in both parties said a handful of other issues were the subject of private talks in the Capitol. These included the Alternative Minimum Tax, which would effectively raise taxes on millions of upper-middle-class families unless Congress acts; as well as taxes on capital gains, dividends and estates.

In addition, benefits for the long-term unemployed are due to expire in the next few days, and doctors face the prospect of a deep cut in the fees they receive for treating Medicare patients unless legislation is passed to prevent it.

Further compounding the year-end maneuvering, there are warnings that the price of milk could virtually double beginning next year.

Congressional officials said that under current law, the federal government is obligated to maintain prices so that fluid milk sells for about $20 per hundredweight. If the law lapses, the Department of Agriculture would be required to maintain a price closer to $36 of $38 per hundredweight, they said. It is unclear when price increases might be felt by consumers.

Mission ends to drill into buried Antarctic lake

After fighting with the Antarctic ice for 20 hours through Christmas Eve, a British Antarctic Survey team has reluctantly called off its mission to retrieve water samples from an ancient subglacial lake.

The decision to halt drilling through the ice down toward Lake Ellsworth came after the team failed to connect the project's main and secondary boreholes, Martin Siegert, the lead investigator for the project, said on the project's blog.

Lake Ellsworth lies under 2 miles of ice and has been sealed off from the outside world for up to 1 million years. Scientists with the survey have been engaged in a 16-year attempt to drill down and take water samples from the lake. They say that if microbes and other forms of life are living in the frigid water, away from sunlight, those life forms may help researchers better understand the origins of life on Earth and the possible forms life could take on other planets.

The scientists were trying to connect the boreholes via a cavity located 984 feet below the ice surface. The cavity recirculates water from the main borehole and would have equalized pressure had the drill penetrated Lake Ellsworth.

Running low on supplies
The camp has been on the ice since Nov. 22, and drilling started on Dec. 13, using a specially designed hot water drill. The effort to establish the connection took so much hot water and fuel that the scientists must now return to the United Kingdom and regroup for next year. "For reasons that are yet to be determined, the team could not establish a link between the two boreholes at 300 meters depth despite trying for over 20 hours," wrote Siegert, a glaciologist at the University of Bristol.

"During this process, hot water seeped into the porous surface layers of ice and was lost. The team attempted to replenish this water loss by digging and melting more snow, but their efforts could not compensate. The additional time taken to attempt to establish the cavity link significantly depleted the fuel stocks to such a level as to render the remaining operation unviable. Reluctantly the team had no option but to discontinue the program for this season.

"This is, of course, hugely frustrating for us, but we have learned a lot this year," Siegert said. "By the end the equipment was working well, and much of it has now been fully field tested. A full report on the field season will be compiled when the engineers and program manager return to United Kingdom."

Drilling in extreme conditions
The harshness of the Antarctic environment and the complete darkness of winter there mean that the team can be at the site only during the comparatively mild months of austral spring and summer, from November through January.

This was not the first snag in the project. A circuit used in the main boiler that supplies hot water to the drill burned out twice earlier this month, forcing the team to await resupply.

At the time, Siegert noted that such difficulties are not unusual when working in Antarctica. "It's a very hostile environment; it's very difficult to do things smoothly," he said on the project's blog.

The drill would have crunched through the ice to the fresh lake water, then sent 24 titanium canisters through the borehole to take water samples. When the drill first started up, the team had to shovel snow in shifts for three days and three nights to melt enough for the needed 15,850 gallons of water, according to the project's blog.

Race to find life
The British group is one of several teams racing to recover water samples from lakes trapped beneath the Antarctic ice.

A group of Russian scientists is drilling down into the waters of Lake Vostok, the largest of Antarctica's buried lakes. The team reached the lake's waters during the last drilling season, on Feb. 5, but the few microbes it found in the retrieved samples were all contaminants from the drilling apparatus.

However, another group of scientists has found a thriving community of microbes in Lake Vida, another buried Antarctic lake that is thought to have been isolated from the rest of the world for about 2,800 years.

In early 2013 an American team is planning to drill to hidden lakes in West Antarctica.

NewspapersProducer Sarah Keonig of WBEZ examined the relationship between the Chicago Tribune and its new content partner, Journatic.

An update from This American Life defined Journatic under the following terms:

?Journatic is a company that outsources labor to generate 'hyperlocal' news content for newspapers all over the country. To create this content cheaply, it uses offshore researchers and writers, especially from the Philippines.??

The episode states that Chicago Tribune writers were cast aside to allow for more (outsourced) content from Journatic. Not only did this ignite anger, but Koenig also revealed that Journatic writers were using fake bylines to sound more American. The reaction to the story was not a positive one.

On July 13, the Chicago Tribune announced the suspension of Journatic services after uncovering plagiarism in a story. ?And on July 14, the head of editorial at Journatic resigned.

As a result, other news organizations also decided to leave Journatic.

But, the story doesn?t end there!

On July 22, the Chicago Tribune published an article that discusses the ongoing struggle between large news organizations and quality?hyper-local journalism. After five months of investigation into Journatic article quality, and debate both within the Tribune and media community at large, the Tribune recently announced its decision to resume working with Journatic. However,?the Tribune will continue the partnership with renewed limitations, only using Journatic for informational pieces like listings.?

So the question remains ? What are the universal standards for outsourcing content?

The answer is simple. And complex. There aren?t any.??

In the spirit of traditional journalism, local news might not be the best place to outsource content. For many, local news is personal and emotionally meaningful.?

But what about business output? Following the above controversy, I decided to examine the nature of outsourcing in terms of business content.

Between Google algorithm updates and perceptions in the marketplace (such as seen in the Journatic controversy) some might be apprehensive to try outsourcing at all. But, if done right, outsourcing can be beneficial for your business in the long run.

Before you outsource, define the ethical standards and business goals that are specific to your organization. In order to make a justified business decision, make two lists. The first will consist of content traits that you feel are prime for an outsourced team or writer. The other will list characteristics of content that must be written by in-house writers. Share these lists with all employees to stick to a uniform set of principles. When it comes to content, similar to the approach the Tribune took when it chose to re-engage with Journatic, it is key to analyze the purpose and nature of each piece before delegating items.?

There are times when it?s unnecessary (and maybe even risky) to outsource content. Define these lines for your business and maintain that standard as you experiment with outsourcing.

Bosnia war: 35,000 rapes, under 40 prosecutions

TUZLA, Bosnia -- Fika was 15 years old, and her sister 17, when they were captured and repeatedly raped by Bosnian Serb soldiers who swept through eastern Bosnia early in the country's 1992-95 war.

"We were forced to watch each other being raped, and I still feel my pain and the pain of my sister," she said. "They wanted us to admit we were spies, so they beat us till they knocked out our teeth."

Twenty years on, Fika is among thousands of Bosnian Muslim women whose search for recognition and support from the Bosnian state is being blocked by Bosnian Serb leaders who fear a wave of compensation claims. Her sister died at the hands of their torturers.

Rights groups are losing patience, warning that the psychological toll is only getting worse with time.

"The silence surrounding the wartime rape of women in the Serb Republic ... is deafening," Amnesty International wrote in October.

Fewer than 40 rape cases have been prosecuted in the 17 years since the war ended, and legislation at the state level to extend compensation and rehabilitation rights to rape victims of the war is gathering dust.

On the 17th anniversary of Europe's worst massacre since World War II, Muslims in Bosnia attended funeral services for 520 newly identified victims. Msnbc.com's Dara Brown reports.

The lesson of Bosnia has spurred a push by Britain to raise awareness of sexual violence in war when it takes over the chairmanship of the G8 group of nations next year.

The British government plans to send police officers, lawyers, psychologists and forensic experts to Bosnia and other conflict and post-conflict countries to work with local authorities.

A delicate balance of Muslims, Serbs and Croats, Bosnia was torn apart as federal Yugoslavia dissolved. An estimated 100,000 people died, most of them Muslims. Some estimates put the number of women raped at up to 35,000, again the majority of them Muslims.

With peace, the country was split into two autonomous regions - the Serb Republic and the Federation of Bosnia and Herzegovina, home to mainly Muslims and Croats. The country is ruled by a system of ethnic quotas, with each region enjoying a high level of autonomy and the central state often left powerless to legislate over the entire territory.

The story of Fika, as she asked to be called, is indicative. She declined to give her real name, fearing the stigma attached to many wartime rape victims in Bosnia. Reuters reached her through a non-governmental organization that helps rape victims.

Caught up in a wave of ethnic cleansing of Muslims from eastern Bosnia, Fika was captured and held at a Serb-run detention camp in the town of Vlasenica. She says she lost count of how many times she was raped by her captors.

Finally released, Fika fled to the northern town of Tuzla, now part of the Federation, dropped out of school and struggled to support her mother and younger sister.

Fifteen years ago Tuesday, a peace treaty negotiated by Ambassador Richard Holbrooke was signed, ending the war in Bosnia. NBC's Brian Williams reports.

Now 34 and a mother, she has not told her three children what happened to her, nor will she return to her home in Vlasenica, which is now part of the Serb Republic and where she believes her rapists still live.

Three years ago, spurred by recurring nightmares, she raised the courage to report two of them to police in the region, but charges were never brought.

She has been diagnosed with post-traumatic stress disorder and receives $330 per month from the Muslim-Croat Federation as compensation.

Those like her who live in the Serb Republic receive nothing, however, because the law there only recognizes those who can prove damage to at least 60 percent of their body as civilian victims of war, disregarding psychological trauma.

Fika told her husband what happened to her, but says she regrets doing so because of the toll it has taken on their marriage.

"I have no idea what keeps me going," Fika said. "My heart is rotten."

"For me, the war never ended. And it never will,? she added.

At least three unsuccessful bids have been made in recent years to enshrine the rights of wartime rape victims in state law. Bosnian Muslims accuse the Serb Republic of blocking their efforts.

Amnesty International said the Serb Republic "is still failing to acknowledge the needs of wartime rape survivors - indeed, the existence of a problem at all."

Bosnian Serb War Invalids Minister Petar Djokic said his government was exploring ways to resolve the issue.

"We have already discussed this with some non-governmental organizations dealing with this problem to see how we can resolve this institutionally in the best way," Djokic told Reuters, "without creating another problem for ourselves through any attempted abuse of the social support system.?

MEMPHIS, Tenn. (AP) ? A Memphis police officer was fatally shot and another wounded during a shootout at a home Friday, authorities said.

Officers with the organized crime unit entered a home in east Memphis to serve a drug-related search warrant at 8 a.m. Friday, Police Director Toney Armstrong said.

A suspect with a 9 mm pistol and a high-capacity magazine exited a bedroom and fired numerous shots, striking officers Martoiya Lang and William Vrooman, he said.

Officers returned fire, striking the suspect in the abdomen.

Lang, 32 and a mother of four girls, was shot in her upper torso, Armstrong said. She died of her injuries at the Regional Medical Center.

Vrooman, who was shot in the leg, was treated and released from the same hospital.

The 21-year-old suspect was hospitalized in stable condition, police said. He has no criminal record. Police did not release his name, citing the ongoing investigation.

A 26-year-old man who also was in the home was in custody, but no charges had been filed as of Friday afternoon.

Lang and Vrooman, 32, were the 10th and 11th police officers to be shot while on duty since Armstrong took over the department in April 2011. Lang was the second officer to die.

"This is something that has torn this department apart," Armstrong said.

The shooting was a reminder that police officers put their lives in danger every day they are on duty, Memphis Mayor A C Wharton said.

"Through it all, we appreciate deeply, beyond measure ? words can't express the sacrifice they make for our city," Wharton told reporters outside the hospital.

Lang had been with the department since June 2003, Armstrong said. A fund to benefit her daughters was established at SunTrust Bank in Memphis. Lang's daughters are ages 2, 12, 13 and 14.

"She was a friend, a family member," Armstrong said.

More than a dozen officers gathered outside the hospital. One woman was seen crying loudly and being led into the hospital. Armstrong was visibly shaken as he and Wharton spoke with reporters.

Armstrong would not say how many rounds the high-capacity magazine held or how many shots were fired. He said it was common to see shooting suspects use a 9 mm.

"More often than not, it seems to be the gun of choice," he said.

Wharton said the shooting reflects a national problem ? too many criminals have too many guns.

"Nobody has a Second Amendment right to load up and kill a police officer," he said.

As Syrian rebels close in, Assad has cards to play

BEIRUT (AP) ? With rebels trying to penetrate Syria's capital, Damascus, President Bashar Assad may appear to be heading for a last stand as his weakened regime crumbles around him.

But the Syrian leader is not necessarily on his way out just yet.

He still has thousands of loyal troops and a monopoly on air power. A moribund diplomatic process has given him room to maneuver despite withering international condemnation. And the power of Islamic extremists among the rebels is dashing hopes that the West will help turn the tide of the civil war by sending heavy weapons to the opposition.

"The West, for all its rhetorical bombast, has restricted the flow of important weapons," said University of Oklahoma professor Joshua Landis, who runs an influential blog called Syria Comment. "They have not brought down this regime because they are frightened of the alternative."

There is no appetite for intervening actively against Assad ? as NATO did against Moammar Gadhafi in Libya ? and run the risk of having him replaced by an Islamist regime hostile to the West. Those concerns have deepened after the attack on the U.S. Consulate in Benghazi, Libya, and political turmoil in Egypt where a bid to promote an Islamist agenda threatens to tear the nation apart.

Also working in Syria's favor is its alliance with Russia, which could be losing faith in Assad but will probably not abandon him. Russia has been Syria's key protector at the U.N. Security Council, where Moscow has used its veto power to shield Damascus from world sanctions. On Friday, Russia distanced itself from a statement by its Middle East envoy, who said a day earlier that Assad is losing control and the rebels may win.

During a reign of more than 40 years, the Assad family has built a powerful military and paramilitary force controlled by fellow members of their Alawite sect who are committed to maintaining the once-marginalized religious minority and its allies in power.

While the opposition is making significant gains, the forces propping up the regime are far from spent. For many of them, defeat would mean not only the end of Assad but an existential threat by vengeful rebel forces.

Some observers believe the die-hard loyalists around Assad ? a man who has vowed to live and die in Syria, despite the uprising ? may not allow him to abandon ship, even if he wanted to.

"Assad has effectively held his community hostage and convinced them to go down this road, which could very well lead to horrible retribution," Landis told The Associated Press. "He cannot leave them defenseless by swanning off."

Torbjorn Soltvedt, a senior analyst with the Britain-based Maplecroft risk analysis group, said the close links between the regime and many senior military officers act as a brake on defections in Assad's inner circle. Unlike in Tunisia and Egypt, where the military leadership could envision a prominent role after the removal of the old regime, the fate of many of Syria's senior commanders is linked with that of the Assads, he said.

"A large portion of the Syrian top military elite is unlikely to turn against the regime despite the lack of a successful strategy to regain the initiative in the conflict," Soltvedt said.

So far, air power has been the regime's most potent tool against the rebels, who remain largely helpless in the face of jets and attack helicopters that drop bombs from the sky. The rebels have managed to seize large swaths of territory in the north, overrun military bases and expand their control on the outskirts of the capital.

But rebels admit there is little to do about the threat from above, even though they appear to have shot down a few aircraft in recent months. The airstrikes, which often kill civilians, have in some cases turned residents off the rebellion by making them angry that insurgent fighters are effectively bringing the fight to their doorsteps.

A slow-moving and so-far ineffective diplomatic process also plays directly into Assad's hands. The U.S. has warned the Syrian leader not to cross a "red line" and unleash chemical weapons against the rebels, but beyond that threat there is no clear sign that Washington or its allies want to get involved by sending troops or arming the rebel forces.

That stance may have the unintended consequence of giving Assad broad leeway to continue cracking down in other ways, short of a chemical attack, without any fear of retribution.

The U.S. and NATO this week accused Assad's forces of firing Scud missiles at rebel areas, but the regime has denied that. The government also has been careful not to confirm it even has chemical weapons, while insisting it would never use them against its own people.

Syria is believed to have a formidable arsenal of chemical weapons, including sarin and mustard gas, although the exact dimensions are not known.

While the conflict drags on, there are widening fears that the civil war will ignite neighboring countries, including Lebanon, where pro- and anti-Assad forces have clashed. On Friday, the Pentagon said the U.S. will send two batteries of Patriot missiles and 400 troops to Turkey as part of a NATO force also including Germany and the Netherlands. The force is meant to protect Turkish territory from potential Syrian missile attack.

A number of Syrian shells have landed in Turkish territory since the conflict began in March 2011, and Turkey has been one of Assad's harshest critics.

But NATO's move was not a step toward intervention in Syria. In a statement Friday, NATO spokeswoman Oana Lungescu said "the deployment will be defensive only."

"It will not support a no-fly zone or any offensive operation. Its aim is to deter any threats to Turkey, to defend Turkey's population and territory and to de-escalate the crisis on NATO's south-eastern border," Lungescu said.

Many rebel fighters are bitter that the U.S. and others have not intervened to stop Assad's air force as they did in Libya against Gadhafi.

The fractious nature of the opposition and the increasing power of Islamic extremists among the rebel fighters have been a boon for the regime, as well.

On Wednesday, the U.S., Europe and their allies recognized the newly reorganized opposition leadership, giving it a stamp of credibility though it remains to be seen if the new bloc holds much sway with fighters on the ground.

Those fighters are a growing problem for the West. Some of the rebels' greatest battlefield successes have been carried out by extremist groups with links to al-Qaida. The West, of course, does not want see such organizations wielding any power in the region ? much less running Syria.

Moreover, the opposition appears split over how much to embrace the Islamist fighters.

The president of the new opposition coalition, Mouaz al-Khatib, has disagreed publicly with the U.S. decision to blacklist Jabhat al-Nusra, an al-Qaida-linked force that has proved to be one of the most successful fighting groups in the war against Assad.

Support for al-Nusra appears to be gaining traction among those who support the rebellion ? no doubt alienating many Syrians who hope for a secular future. On Friday, according to amateur video footage posted online, some crowds calling for the downfall of the regime rejected the U.S. designation of al-Nusra as terrorists and carried signs that said: "We are all Jabhat al-Nusra."

The AP could not independently verify the videos, but they appeared to be in line with other reports coming out of the area.

The threat of Islamic extremism resonates deeply in Syria, a country with many ethnic and religious minorities. The Assad dynasty has long tried to promote a secular identity in Syria, largely because it has relied heavily on its own Alawite base in the military and security forces in an overwhelmingly Sunni country. Assad has warned repeatedly that the country's turmoil will throw Syria into chaos, religious extremism and sectarian divisions.

The opposition has so far failed to put forth a credible alternative to Assad, a shortcoming which has kept many Syrians on the fence even as he appears increasingly to be losing control.

"The opposition is not a government," Landis said. "They do not offer social security or retirement payments or a pension. There are millions of Syrians who depend on that government. ... Can this new coalition that America just recognized step in and take their place?"

Still, Landis said, Syrians will likely abandon the regime in increasing numbers ? but "with a fearful heart."

"They've got nobody to look after them," he said. "There are 23 million Syrians who are going to be out of luck, out of food, and out of money."

Pentagon to send missiles, 400 troops to Turkey

INCIRLIK AIR BASE, Turkey (AP) ? The U.S. will send two batteries of Patriot missiles and 400 troops to Turkey as part of a NATO force meant to protect Turkish territory from potential Syrian missile attack, the Pentagon said Friday.

Defense Secretary Leon Panetta signed a deployment order en route to Turkey from Afghanistan calling for 400 U.S. soldiers to operate two batteries of Patriots at undisclosed locations in Turkey, Pentagon press secretary George Little told reporters flying with Panetta.

Germany and the Netherlands have already agreed to provide two batteries of the U.S.-built defense systems and send up to 400 German and 360 Dutch troops to man them, bringing the total number of Patriot batteries slated for Turkey to six.

German lawmakers voted 461-86 Friday to approve the deployment of two Patriot missile batteries. The mandate allows Germany to deploy a maximum 400 soldiers through January 2014. NATO foreign ministers endorsed Turkey's request for the Patriots on Nov. 30.

A number of Syrian shells have landed in Turkish territory since the conflict in the Arab state began in March 2011. Turkey has condemned the Syrian regime of President Bashar Assad, supported Syrian rebels and provided shelter to Syrian refugees. Ankara is particularly worried that Assad may get desperate enough to use chemical weapons.

During a brief stop at Incirlik Air Base, Panetta told U.S. troops that Turkey might need the Patriots, which are capable of shooting down shorter-range ballistic missiles as well as aircraft.

He said he approved the deployment "so that we can help Turkey have the kind of missile defense it may very well need to deal with the threats coming out of Syria," he said.

The U.S., Germany and the Netherlands are the only NATO members who have the upgraded PAC-3 missiles, capable of missile interception. Each battery has an average of 12 missile launchers, a NATO official said, speaking on condition of anonymity because alliance regulations do not allow him to speak on the record.

In a statement issued Friday NATO spokeswoman Oana Lungescu said "the deployment will be defensive only."

"It will not support a no-fly zone or any offensive operation. Its aim is to deter any threats to Turkey, to defend Turkey's population and territory and to de-escalate the crisis on NATO's south-eastern border," Lungescu said.

Panetta did not mention how soon the two Patriot batteries will head to Turkey or how long they might stay.

Earlier this week in Berlin, German Deputy Foreign Minister Michael Link told lawmakers that current plans call for the missile sites to be stationed at Kahramanmaras, about 60 miles north of Turkey's border with Syria. Dutch Prime Minister Mark Rutte said Thursday that the Netherlands, Germany and the U.S. are working closely with Turkey "to ensure that the Patriots are deployed as soon as possible." But he predicted they would not become operational before the end of January. Turkey joined NATO in 1952, three years after the alliance was formed.

At Incirlik Air Base, about 60 miles north of the Syrian border, an Air Force member asked Panetta what the US would do if Syria used chemical or biological weapons against the rebels. Panetta said he could not be specific in a public setting, but added, "we have drawn up plans" that give President Barack Obama a set of options in the event that U.S. intelligence shows that Syria intends to use such weapons.

Asked by another Air Force member whether he thought Syria would "react negatively" to the Patriot deployments, Panetta said, "I don't think they have the damn time to worry" about the Patriots since the regime's leaders are struggling to stay in power.

He indicated that Syria's reaction to the Patriots was not a major concern to him.

Separately, NATO will deploy its Airborne Warning and Control System aircraft, or AWACS, to Turkey on a training exercise this month, the NATO said.

He said the exercise was not connected to the deployment of the Patriots.

The aircraft, which can detect launches of ground-to-ground missiles, will exercise command and control procedures as well as test the connectivity of various NATO and Turkish communications and data sharing systems, the official said.
